TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to school speed
limits
 
PURPOSE:
To allow counties or, if counties so delegate, localities, to establish
school speed limits on any portion of state highways or county roads
passing a school building for not more than 300 feet in either direction
from the building line.
 
SUMMARY OF PROVISIONS:
This bill would amend subdivision (a) of section 1620 of the Vehicle and
Traffic Law to allow the legislative body of any county or, if so deleg-
ated, legislative body of a municipality within said county to set a
speed limit on any portion of state highway passing a school building
for not more than 300 feet in either direction from the building line.
This bill would amend subdivision 1 of section 1622 of the Vehicle and
Traffic Law to allow the legislative body of any county or, if so deleg-
ated, legislative body of a municipality within said county to set a
speed limit on any portion of state highway passing a school building
for not more than 300 feet in either direction from the building tine.
 
JUSTIFICATION:
Many area schools' speed limits are established for local roads by local
governments, but the state reserves the right to and does in fact ignore
requests from school districts and local governments for such school
zones on state roads. This legislation would provide more local authori-
ty in the interests and safety of school children.
