TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
directing the commissioner to publicly publish an annual report on the
environmental radiation surveillance program
 
PURPOSE:
Directs the commissioner to publicly publish the annual report of the
environmental radiation surveillance program
 
SUMMARY OF PROVISIONS:
Section 1 amends subdivision 1 of section 3-0301 of the environmental
conservation law by adding a paragraph to direct the commissioner to
publish on its website an annual report on radioactive releases or
disposals.
Section 2 states the effective date.
 
JUSTIFICATION:
According to the Department of Health, the environmental radiation
surveillance program measures the level of radionuclides in environ-
mental media to determine the normal (background) levels of radioactivi-
ty at several locations in the State, monitoring any influence of human
activities on these levels.
The direct gamma radiation monitoring component of the Environmental
Radiation Surveillance Program measures radiation levels in the environ-
ment at several locations in the State. This is accomplished by deploy-
ing Environmental Thermoluminescent Dosimeters (TLDs). The Environmental
TLDs provide quantitative measurements of the radiation levels in the
areas in which they are placed. Environmental TLDs are typically
deployed for approximately one calendar quarter and processed or sent
for processing, as appropriate. This legislation directs the commission-
er to make an annual report on radioactive releases or disposals avail-
able on its website.
