TITLE OF BILL:
An act to amend the public authorities law, in relation to requiring
public utility authorities to obtain legislative approval before raising
rates or fees
 
PURPOSE:
Requires public utility authorities to obtain legislative approval
before raising rates or fees or imposing new rates or fees.
 
SUMMARY OF PROVISIONS:
Section 1. The public authorities law is amended by adding a new section
2858 to prohibit any Article Five public utility authority from raising
any rates or fees, or imposing any new rates or fees, without receiving
prior approval from the state legislature.
Section two is the effective date.
 
JUSTIFICATION:
All too often, New Yorkers see their cost of living increase due to rate
hikes and fees from public authorities, which are never authorized by
the legislature. In order to increase oversight, public authorities
should have to seek legislative approval before passing additional costs
on to ratepayers.
