TITLE OF BILL:
An act to amend the public health law, the education law and the execu-
tive law, in relation to enacting Paige's law
 
PURPOSE:
To set the standards for proper screening and training for the detection
of arteriovenous malformation.
 
SUMMARY:
Section 1: This act shall be known and may be cited as "Paige's law"
Section 2: Adds a new paragraph 1 to section 2500-a of the public health
law
Section 3: adds new section 2500-m to public health law
Section 4: amends education law by adding new section 3001-e
Section 5: section 206 of public health law is amended by adding a new
subdivision 32
Section 6: public health law is amended by adding new section 3055
Section 7: section 840 of the executive law is amended by adding a new
subdivision 8
Section 8: the executive law is amended by adding a new section 214-i
Section 9: amends education law by adding a new section 926
Section 10: Effective date
 
JUSTIFICATION:
On January 8, 2018, Paige Keely, a bright-eyed energetic, six-year-old
from St. James, passed away as a result of a ruptured AVM (arteriovenous
malformation). Paige went off to school that day not knowing that it
would be the last time her mother would hear her voice. Paige was eating
lunch when she went crying to the lunch aide, she had a really bad head-
ache.
The school nurse called her mother immediately, since Paige was not a
"frequent flyer" at the nurse's office. The nurse told Paige's mother to
come get her. Moments later, she called her back saying they had called
an ambulance - that Paige was unresponsive. Paige vomited and began
seizing and then went unresponsive.
Paige continued to seize the whole ambulance ride and, when they arrived
at the hospital, doctors were working to resuscitate her. Within a few
short hours, Paige lost her life to an undiagnosed Brain Arteriovenous
Malformation (AVM) like so many who have lost their life or suffered
from this "Silent Beast."
Paige's last words were "I have a really bad headache." The doctors who
worked to save her life said that Paige was born with an AVM, which is
congenital and present from birth. If the doctors knew of the condition,
they would have been likely to operate, and Paige would most likely be
with us today. Screening and training are so important to prevent what
happened to Paige from happening to another child.

EFFECTIVE DATE:
This act shall take effect on the one hundred eightieth day after it
shall have become a law.
