TITLE OF BILL:
An act to amend the education law, in relation to prohibiting awarding
TAP grants to those enrolled at for-profit universities
PURPOSE:
To end state support of for'-profit colleges that exist to enrich the
owners and shareholders while saddling students with unsustainable
levels of student debt.
SUMMARY OF PROVISIONS:
Section 1: Amends section 667 of the education law to add an additional
restriction on the issuance of TAP grants, preventing such grants from
being issued to anyone matriculated at a for-profit institution.
Section 2: Sets effective date.
JUSTIFICATION:
The for-profit college industry exists to extract profit from students.
Unlike traditional non-profit colleges and universities, which exist to
serve students, for-profit colleges exist to serve shareholders. Numer-
ous studies have documented that students at for-profit colleges have
lower graduation rates, higher debt burdens, and fewer career prospects
than students attending non-profit colleges. New York State should not
support this predatory industry by subsidizing the cost of tuition for
students attending these schools.

FISCAL IMPLICATIONS:
To be determined. Ending TAP grants to students enrolled in for-profit
institutions would reduce TAP expenditures, although some students who
might have otherwise attended for-profit institutions might choose to
enroll in a non-profit institution instead.
EFFECTIVE DATE:
This act shall take effect on the first of July next succeeding the date
on which it shall have become a law. Effective immediately the addition,
amendment and/or repeal of any rule or regulation necessary for the
implementation of this act on its effective date are authorized to be
made on or before such date.
