TITLE OF BILL:
An act to amend the mental hygiene law, in relation to the certification
of innovative statewide substance use disorder treatment services
PURPOSE OR GENERAL IDEA OF BILL:
To enjoin the commissioner of OASAS to develop a statewide process for
the certification of entities seeking to provide in-home based substance
use disorder treatment services.
SUMMARY OF PROVISIONS:
Section 1 relates to the certification of in-home substance use disorder
treatment services.
Section 2 sets the effective date.
JUSTIFICATION:
Innovative programs can provide whole-person, in-home substance use
disorder care with demonstrated outcomes and cost of care reductions.
By meeting individuals in their own home, the care model minimizes
disruptions to daily life, including work, school and child care, and
the need for transportation. Care teams are able to reach areas of the
State that lack provider capacity and, importantly, they bolster the
State's workforce as they hire locally in the communities they serve.
However, because this model is unique and not premised on a bricks and
mortar structure, it does not fit within the existing construct for SUD
certification under OASAS. This bill would push OASAS to create a
certification process for such innovative programs.
