TITLE OF BILL:
An act to amend the general municipal law, in relation to municipal
shooting ranges; and directing the department of health to conduct a
study describing the contaminants and other pollutants in the ground and
water bodies adjacent to certain shooting ranges
 
PURPOSE OR GENERAL IDEA OF BILL:
To amend the general municipal law in relation to municipal shooting
ranges that are used to train local law enforcement and directs the
department of health to conduct a study describing the contaminants and
other pollutants in the ground and water bodies adjacent to certain
shooting ranges.
 
SUMMARY OF PROVISIONS:
Section 1 - Sets hours of operation and sets acceptable sound-level
measurements.
Section 2 - Directs the department of health, with the assistance of the
department of environmental conservation to conduct a study of the
pollutants in adjacent areas to the municipal shooting range, deliver
its findings in writing to the governor and legislature one year after
the bill's enactment and establish a remediation plan if warranted.
Section 3 - Sets the effective date.
 
JUSTIFICATION:
Municipal shooting ranges can be impactful on adjacent populated areas,
producing noise pollution at all hours of the day, as well as contam-
inating and polluting property beyond the confines of the range. The
ranges are used to train law enforcement on the proper protocols of
small arms, including pistols, rifles and shotguns, and the detonation
of bombs.
This bill would regulate the hours of operation, and initiate a study to
describe the municipal shooting ranges' contamination and other pollu-
tants of adjacent property, report the findings within one year of its
enactment and establish a remediation plan if necessary.
