TITLE OF BILL:
An act to amend the executive law, in relation to designating April
first as "Alcohol Awareness Day"
PURPOSE OR GENERAL IDEA OF BILL:
To designate April first as "Alcohol Awareness Day"
SUMMARY OF PROVISIONS:
Section 1 adds Alcohol Awareness day.
Section 2 sets the effective date.
JUSTIFICATION:
Alcohol Use Disorder and the excessive use of alcohol is one of the
leading causes of preventable and premature deaths in the U.S., respon-
sible for more than 6,700 deaths annually in New York, and more than
140,000 deaths nationwide. Every day 385 Americans die as a result of
excessive alcohol use. According to the National Center for Drug Abuse
Statistics, 1 in 10 Americans over the age of 12 have Alcohol Use Disor-
der. This issue does not fail to impact New York State either as one in
six adults in our state demonstrated excessive alcohol use in the form
of either binge or heavy drinking. Besides the damage that alcohol use
disorder and excessive alcohol use can do to an individual's interper-
sonal relationships and health outcomes, the economic costs of this
issue include losses in workplace productivity, health care expenses,
criminal justice costs, and motor vehicle crash costs. It is of great
importance for this body to bring awareness to this issue in the form of
this resolution and the designation of the month of April 2024 as Alco-
hol Awareness Month in the State of New York.
