TITLE OF BILL:
An act to amend the environmental conservation law, in relation to regu-
lations on the percentage of zero-emission vehicles in manufacturers'
sales fleets
PURPOSE:
To delay the implementation of the New York State ACT regulation that
impacts medium and heavy-duty vehicles.
SUMMARY OF PROVISIONS:
1. Section 1 amends Section 19-0306-b of the environmental conservation
law to add subdivision 6 to prevent the establishment or enforcement of
regulations or laws relating to the percentage of zero-emission vehicles
in manufacturers' sales fleets of medium and heavy-duty vehicles until
New York State infrastructure can meet such demand.
2. Section 2 sets the effective date as immediately
JUSTIFICATION:
As we move towards a clean energy future, concerns have been raised that
New York State is implementing parts of the CLCPA and climate goals too
quickly and inefficiently. Sudden implementation of the ACT will have an
impact on numerous industries, including municipal highway departments,
trucking companies and others. We must pause the ACT law until we have
more information on the full impact.
