TITLE OF BILL:
An act to amend the environmental conservation law, in relation to the
sale of plastic trash bags
PURPOSE:
To require plastic trash bags to contain a minimum percentage of post-
consumer material.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. Amends Article 27 of the environmental conservation law,
creating a new title 30, 'Regulation of Plastic Trash Bags.'
2. Mandates that plastic trash bags sold in the state contain at least
30% recycled post-consumer material.
3. Establishes labeling requirements and penalties for violations.
JUSTIFICATION:
Plastic pollution has a detrimental impact on the environment and
climate. This legislation increases opportunities for the use of post-
consumer plastics, thereby promoting recycling and reducing plastic
production. It aligns with similar laws in California but sets a higher
standard of 30% recycled content.
