TITLE OF BILL:
An act to amend the education law, in relation to increasing the phase-
out threshold for tuition assistance program awards
 
PURPOSE:
To move the phase-out threshold for tuition assistance program awards to
$18,000, allowing more low-income students to access maximum TAP awards.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. Amends section 667 of the education law to adjust the phase-
out threshold from $7,000 to $18,000 for maximum TAP eligibility.
2. Eliminates subdivisions (B) and (C) of subparagraph (ii) of. para-
graph (a).
3. Effective date set at 180 days post-enactment.
 
JUSTIFICATION:
The TAP phase-out formula has remained unchanged for 50 years, disadvan-
taging low-income students. Adjusting the threshold supports economic
mobility, diversity in higher education, and addresses workforce demands
by enabling more disadvantaged students to afford college.
