TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
requiring nuisance wildlife control operators to disclose that euthana-
sia may be used to resolve a wildlife issue
 
PURPOSE:
Require that before a nuisance wildlife control operator takes any
control measures, they must provide the client with a written statement.
This statement must indicate that euthanasia may be used as a method to
resolve the wildlife issue.
 
SUMMARY OF PROVISIONS:
Section 1: Amends Section 11-0524 of the environmental conservation law
by adding two new subdivisions, 6 and 7. Subdivision 6 states that
before a nuisance wildlife control operator undertakes any control meas-
ures, they must provide the client with a statement indicating that
euthanasia may resolve the wildlife issue. Subdivision 7 provides the
department with authorization to enforce these rules and regulations.
Section 2: Sets an effective date.
 
JUSTIFICATION:
When nuisance wildlife control operators are dispatched to deal with a
problem animal, there is a real possibility they will have to euthanize
the said animal. This bill ensures that individuals seeking nuisance
wildlife control are making an informed decision about the methods that
may be employed.

EFFECTIVE DATE:
This act shall take effect one year after it shall have become a law.
Effective immediately, the addition, amendment, and/or repeal of any
rule or regulation necessary for the implementation of this act on its
effective date are authorized to be made on or before such effective
date.
