TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to providing an
exemption to the prohibition on tinted windows in automobiles for emer-
gency ambulance service vehicles
PURPOSE OR GENERAL IDEA OF BILL:
Amends vehicle and traffic law to allow for emergency ambulance service
vehicles to have tinted windows
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. Amends subdivision 12-a of section 375 vehicle and traffic
law by adding a new paragraph (g) to provide an exemption to the prohi-
bition on tinted windows in automobiles for emergency ambulance service
vehicles.
Section 2. Sets forth the effective date.
JUSTIFICATION:
Public health law (section 3001) outlines stringent guidelines for a
private vehicle to be utilized as an Emergency Ambulance Service Vehicle
(EASY). This designation allows for private vehicles to be equipped with
a number of life saving devices, normally found in ambulances, to be
operated by trained EMS providers to deliver ambulatory care. While the
required equipment is of significant cost, EASV's are not equipped with
the same security as ambulances. Permitting tinted windows on these
vehicles would act as a deterrent against theft of expensive, life-sav-
ing medical devices.
