TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to eliminating
registration fees for distinctive plates for gold star mothers
PURPOSE OR GENERAL IDEA OF BILL:
To eliminate the fees for both Gold Star Mothers distinctive license
plates and Gold Star Family distinctive license plates.
SUMMARY OF PROVISIONS:
Section 1 amends section 404-I of the vehicle and traffic law to elimi-
nate the registration fees for gold star mothers distinctive license
plates.
Section 2 amends section 401 of the vehicle and traffic law by adding a
new subdivision b-2 that eliminates registration fees and service charg-
es for the gold star family license plate.
JUSTIFICATION:
In 1928 American Gold Star Mothers, Inc. was founded to honor their
children, heal together, and support veterans and the nation. In 1936,
Congress designated the last Sunday in September as Gold Star Mother's
Day (now known as Gold Star Mother's and Family's Day). Following the
end of World War II, Congress designated the Gold Star Lapel Pin.
We have a storied history of honoring our Gold Star mothers and their
families because we know that these families suffer a loss too terrible
for most people to even imagine. In NYS, there is an annual allocation
to the Gold Star Annuity program to recognize the emotional loss and
financial implications of parents whose child has died serving this
country.
The families of those who have died for our freedom deserve every effort
we can possibly make on their behalf. Eliminating the registration fees
for both Gold Star Mother vehicle license plates and Gold Star Family
vehicle license plates will continue to show our appreciation as they
proudly display their child's sacrifice for this nation.
