TITLE OF BILL:
An act to amend the education law, in relation to enacting the inter-
state medical licensure compact
 
PURPOSE:
This bill would allow New York to become a member of the Interstate
Medical Licensure Compact. Which provides a streamlined process that
allows physicians to become licensed in multiple states. The compact
would give qualified physicians the opportunity to provide health care
to underserved areas.
 
SUMMARY OF PROVISIONS:
Section 1 amends the education law by adding a new article 169. Which
enacts the specific provisions of the Interstate Medial Licensure
Compact.

JUSTIFICATION:
Each state has a unique and complex medical licensure application proc-
ess. These state-specific application procedures act as a barrier to
qualified physicians who wish to practice their profession across state
lines.
The Interstate Medical Licensure Compact provides an expedited process
for physicians to obtain a full, unrestricted license from a member
state. The member states of the IMLC work together to develop a compre-
hensive process using the prevailing standard for licensure that comple-
ments the existing licensing and regulatory authority of state medical
boards.
Many rural areas throughout New York suffer from shortages of healthcare
professionals. The compact provides the opportunity for increased access
to qualified health care professionals in these underserved areas of the
state.
