TITLE OF BILL:
An act to amend the executive law and the labor law, in relation to
enacting "Cariol's Law"
PURPOSE:
This bill would enact "Cariol's Law", which mandates police officers or
peace officers to safely intervene when such officer observes another
officer using excessive force.

JUSTIFICATION:
Officers who step in to prevent the use of excessive force demonstrate a
commitment to justice and accountability, and they deserve protection.
Interventions by fellow officers have, in some cases, saved lives. Trag-
ically, there are also far too many instances where lives could have
been spared had someone acted. This legislation ensures that officers
who uphold their duty by intervening are not punished but protected.
By mandating police officers and peace officers to safely intervene when
such officer is present and observes another police officer using exces-
sive force, which this bill does, police officers might have been more
likely to intervene when they see it necessary to save a life. The City
of Buffalo enacted "Cariol's Law" in 2020, which this bill is based on.
