BILL NUMBER: S1373
SPONSOR: SERRANO
TITLE OF BILL:
An act to amend the agriculture and markets law, in relation to volun-
tary contributions in support of municipal animal pounds or shelters
PURPOSE:
The bill will create an option on dog registration applications for a
dog owner to donate to a local animal pound or shelter.
SUMMARY OF PROVISIONS:
Section one of the bill amends section 109 the agriculture and markets
law as it relates to providing an option on dog registration applica-
tions for voluntary contributions to animal shelters.
Section two of the bill relates to the effective date.
JUSTIFICATION:
In many parts of New York State there are only one or two animal shel-
ters in each county. Local government funding is often insufficient to
support these services. Currently, municipalities are only required to
contribute the amount collected in dog registration fees to animal shel-
ters or pounds. Although many municipalities provide funding to animal
shelters above this amount, there is still a need for funding for these
organizations. This bill will provide dog owners with the opportunity to
voluntarily contribute to their local animal shelter at the time of
registration.
