BILL NUMBER: S1219
SPONSOR: BAILEY
TITLE OF BILL:
An act to require that the siting, construction and establishment of
supportive housing facilities in cities having a population of one
million or more be disbursed in the boroughs of such cities in propor-
tion to the population of each such borough
PURPOSE OF THE BILL:
The bill requires that, in cities having a population of one million or
more, supportive housing be disbursed throughout the boroughs of such
city in proportion to borough population.
SUMMARY OF PROVISIONS:
Section one of the bill creates the above-described requirement.
Section two establishes the borough population requirement. Section
three creates an approval requirement. Section four defines what quali-
fies as a "supportive housing facility" under this bill.
PRIOR LEGISLATIVE HISTORY:
2019-20: Referred to Cities
2021-22: Referred to Cities 1
2023-24: Referred to Cities 1
JUSTIFICATION:
Supportive Housing Facilities provide critical care and to people who
need them. The concentration of housing facilities in selected areas of
New York City has forced individuals to relocate, travel oppressive
distances and/or cluster in areas containing such facilities, leaving
the vast majority of New York City without any such necessary facili-
ties. By providing for proportional siting, construction and establish-
ment of such facilities, the population of New York City would have
better access to the necessary care and supportive services for people
whose health and well-being depend on such services. By requiring commu-
nity board approval, such siting, construction, and establishment deci-
sions will have to be approved by active and engaged members of the
community. The provision of stratified siting, construction, and estab-
lishment would ensure that people in New York City seeking help would
have a local option for treatment moving forward.
FISCAL IMPLICATIONS:
None.
EFFECTIVE DATE:
Immediately.
