TITLE OF BILL:
An act to amend the civil service law, in relation to providing addi-
tional credits to children and siblings of deceased New York city sani-
tation members
 
PURPOSE OR GENERAL IDEA OF BILL:
To provide the children and siblings of New York City sanitation workers
who died as a result of the September 11th World Trade Center attack or
rescue operations following the attack to receive additional points on a
civil service exam for a position that is located in the same munici-
pality where the applicant's deceased parent or sibling served.
 
SUMMARY OF PROVISIONS:
Section 1 of the bill does the following: adds a new § 85-d to the civil
service law to allow for the children or siblings of New York City sani-
tation workers who are killed in the line to be awarded an additional
ten points on a civil service exam for a position that is located in the
same municipality where his or her deceased parent or sibling served.
This section also establishes definitions, provides information regard-
ing the application for additional credit, and clarifies that once some-
one is appointed to a civil service position, they cannot claim the same
credit again for another appointment.
Section 2 of the bill provides the effective date.
 
JUSTIFICATION:
On September 11, 2001, countless heroes answered the call to serve,
including New York City sanitation workers who gave their lives to help
rebuild and restore New York City in its darkest hour. This bill seeks
to create a pathway for the children and siblings of New York City sani-
tation workers who lost their lives in the line of duty on September 11,
2001, to carry forward their loved one's legacy of service. It does so
by granting them additional points on civil service examinations for
positions within the same municipality where their parent or sibling
served.
Many of our sanitation workers made the ultimate sacrifice to help New
York City recover from the tragic events of September 11, 2001. By
awarding these additional points, we provide an opportunity for their
children and siblings to follow in their footsteps, serving their commu-
nities while honoring the selfless sacrifice their loved ones made on
behalf of us all.
