TITLE OF BILL:
An act to amend the election law, in relation to making commissioners
full time employees of boards outside the city of New York
 
PURPOSE:
Makes election commissioners full time employees of Boards of Elections.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends subdivision 2 of section 3-200 of the election law to
ensure that each county board of elections has two commissioners who are
full time employees of the board. Counties with populations of over
120,000 may pass a local law to increase their number of election
commissioners to four. New York City's Board of Elections is exempted
from this requirement.
Section 2 sets forth the effective date.
 
JUSTIFICATION:
Currently, New York's county boards of elections are funded locally by
each county and therefore vary widely in size, resources, and capacity.
This leads to inconsistencies for voters in different jurisdictions.
Requiring election commissioners to be full time employees in county
boards of election will ensure that the boards have greater capacity.
