TITLE OF BILL:
An act to amend the education law, in relation to requiring the commis-
sioner of education to make recommendations to the board of regents
relating to the adoption of instruction on dating violence prevention
and healthy relationships for students in grades seven through twelve
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to require the Commissioner of Education to
make recommendations to the Board of Regents relating to the adoption of
instruction on dating violence prevention and healthy relationships for
students in grades seven through twelve.
SUMMARY OF PROVISIONS:
Section 1. Section 305 of the Education Law is amended by adding a new
subdivision 63 to require the recommendation of adopting the age appro-
priate instruction of dating violence prevention and healthy relation-
ships in grades seven through 12, through consultation and recommenda-
tion by educators with expertise, parents, students, and other
interested parties.
Section 2. Provides an immediate effective date.
JUSTIFICATION:
At the recommendation of the Commissioner of Education to the Board of
Regents, upon adoption, this bill would add age-appropriate dating
violence prevention and healthy relationships education in the annual
school curriculum for students in grades seven through twelve.
Dating violence among young people is widespread. Many young people have
limited information as to how to develop healthy relationships or how to
prevent or avoid violence in dating relationships.
Furthermore, dating violence amongst youth disproportionately impacts
women and the LGBTQ+ community. LGBTQ+ youth experience higher rates of
physical and dating violence than their heterosexual peers. Adding
instruction on dating violence into the annual curriculum will help to
provide for healthier and safer relationships in the teen years. For
