TITLE OF BILL:
An act directing a state agency telework report
PURPOSE:
The purpose of the report is to determine how state agencies are allow-
ing their workers to telecornmute and the effects of telecommuting by
state workers. The study would require state agencies to submit informa-
tion on their official telecommuting policy as well as data on how many
workers and which job titles are eligible for telework.
SUMMARY OF PROVISIONS::
Section 1: Sets the title for this act, the "State Agency Telework
Report Act."
Section 2: Sets the legislative intent for this Act.
Section 3: Provides definitions for state agency and telework.
Section 4: Requires each agency to submit a telework report to the
Department of Civil Service by July 1, 2024 which includes specific data
on each agency's telework policy. In addition, employees can anonymously
submit their feedback on their agency's telework policy. The DCS will
summarize and compile the data and report to the legislature by Septem-
ber 1, 2024.
JUSTIFICATION::
This legislation is a response to the growing practice of the use of
telework as a future method of occupation away from the principal place
of employment.
Telecommuting is being used more and more by state agencies, but little
information is publicly available to analyze the state's teleworking
policies for its workforce as well as the benefits and drawbacks of
telework.
This bill will allow policymakers to view and analyze the state's own
telework policies.
