TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to requiring
that operators of limited use motorcycles receive rules of the road
pamphlets
PURPOSE OR GENERAL IDEA OF BILL:
Relates to requiring that certain information be provided to operators
of limited use motorcycles
SUMMARY OF PROVISIONS:
Section 1 amends Section 2261 of the vehicle and traffic law by adding a
new subdivision 6 to add a new requirement that every person who oper-
ates a limited use motorcycle that is registered be provided with a
pamphlet to educate them about the rules of the road in the top ten most
commonly spoken languages.
Section 2: sets the effective date.
JUSTIFICATION:
Moped accidents have been on the rise and too often riders are breaking
rules and laws and there has been an increase in incidents. While
precise annual figures can vary, a study conducted by the City of New
York found that in 2019, there were over 1,500 moped accidents within
the city alone. That number has steadily increased since then. Outside
of New York City, moped accidents occur in other parts of the state. New
York State has seen an increase in moped accidents in recent years. In
2020, the state recorded approximately 2,000 moped accidents.
This bill will require that anyone who purchases, rents, or operates a
moped is informed of the rules of the road and the consequences for
breaking laws via a pamphlet to be distributed in various languages.

EFFECTIVE DATE:
