TITLE OF BILL:
An act to amend the executive law and the penal law, in relation to
clemency
 
PURPOSE OR GENERAL IDEA OF BILL:
To strip the governor of the power to grant reprieves, commutations, and
pardons, after conviction, for certain offenses.
 
SUMMARY OF PROVISIONS:
Section 1: Amends Section 15 of the executive law.
Section 2: Amends Subdivision 5 of section 70.00 of the penal law.
Section 3: Provides the effective date.
 
JUSTIFICATION:
In recent years, former governors of New York State have made political
decisions when it comes to clemency for cop-killers and murderers. As a
society, we must oppose these ridiculous pardons which put serious,
life-taking criminals back on our streets.
This bill would ensure that those who take the life of a guardian of our
society are never eligible for a pardon from a governor. If someone
murders a first responder, police officer, peace officer, or corrections
officer, then they must pay the price life without parole in prison.
If we don't protect the guardians of our society, then we do not have a
society at all.
