TITLE OF BILL:
An act to amend the labor law, in relation to model management companies
and model management groups; and to amend a chapter of the laws of 2024
amending the labor law relating to enacting the New York state fashion
workers act, as proposed in legislative bills numbers S. 9832 and A.
5631-E, in relation to the effectiveness thereof
PURPOSE:
This is a chapter amendment that makes changes to provisions of L.2024,
c.676
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter by establishing reforms
to the Fashion Workers Act to clarify the duties of model management
companies, groups and clients, strengthen models' contractual rights,
and strengthen enforcement over violations of this act.
JUSTIFICATION:
Pursuant to approval memo 99 of 2024, the Executive expressed support
for the goal of the legislation, but noted that changes were required to
clarify the duties of model management companies and brands to ensure
they engage in contract transparency, as well as provide a safe and
non-exploitive working environment for models. This legislation is a
negotiated change to the underlying chapter that addresses those
concerns.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that section
one of this act shall take effect on the same date and in the same
manner as a chapter of the laws of 2024 amending the labor law relating
to enacting the New York state fashion workers act, as proposed in
legislative bills numbers S.9832 and A.5631-E. takes effect.
