TITLE OF BILL:
An act to amend the public health law, in relation to requiring the
department of health to evaluate and make recommendations related to
maternal health care and birthing best practices; to amend a chapter of
the laws of 2024 requiring the department of health to convene a mater-
nal health care and birthing standards workgroup, as proposed in legis-
lative bills numbers S. 7702-A and A. 8207-A, in relation to the effec-
tiveness thereof; and to repeal section 1 of such chapter
PURPOSE:
This is a chapter amendment that makes changes to L.2024, c.661, to
clarify provisions related to creating a workgroup to make recommenda-
tions on the development of maternal health care and birthing standards
within the Department of Health (DOH).
SUMMARY OF PROVISIONS:
This bill amends the underlying chapter to eliminate the formal work-
group and require the Commissioner of Health to consult with stakehold-
ers to evaluate and make recommendations on maternal health care and
birthing best practices to ensure quality care. The Commissioner is
directed to publish the recommendations on the DOH website and update
all materials provided through the DOH one year after the bill's effec-
tive date and as necessary going forward.
This chapter amendment also makes technical changes to eliminate the
word study to clarify that the agency is not conducting a formal inquiry
into the issue and extends the effective date to 180 days after it is
signed into law.
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.

A.8207-A both passed the Senate and Assembly during the 2024 Legislative
Session.
FISCAL IMPLICATIONS:
None
EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that sections
one and two of this act shall take effect on the same date and in the
same manner as a chapter of the laws of 2024 requiring the department of
health to convene a maternal health care and birthing standards work-
group, as proposed in legislative bills numbers S.7702-A and A. 8207-A,
takes effect.
