TITLE OF BILL:
An act to amend a chapter of the laws of 2024 amending the general
municipal law relating to including lakes in adopt-a-municipal park,
shoreline or roadway programs, as proposed in legislative bills numbers
S. 4636 and A. 4563, in relation to fees for activities undertaken
pursuant to a lake program
PURPOSE:
This is a chapter amendment that makes changes to provisions of chapter
651 of 2024 to include a cross reference to the environmental conserva-
tion law.
SUMMARY OF PROVISIONS:
This bill modifies the underlying chapter to amend subdivision 7 of
section 70-0117 of the environmental conservation law to include the
term "lake" in the adopt-a-municipal park, shoreline or roadway
programs.
EXISTING LAW:
The current legislation permits lakes to the public land eligible for
inclusion in the adopt-amunicipal park, shoreline, or roadway programs.
The program allows counties, cities, towns, and villages to enter into
agreements with volunteers or groups in an effort to reduce and remove
litter. The agreement includes providing and coordinating services by
volunteers or groups to reduce the amount of litter which includes
providing trash bags and trash bag pick up.
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter that
is purely technical in nature to update a cross-reference in the envi-
ronmental conservation law.
LEGISLATIVE HISTORY:
This is a chapter amendment to Chapter 651 of the Laws of 2024. S.4636
passed the Senate in May 2024 and A.4563 passed the Assembly in May
2024.
FISCAL IMPLICATIONS:
None to the State.
LOCAL FISCAL IMPLICATIONS:
Any costs to localities resulting from the enactment of this legislation
would be incurred at local option.
EFFECTIVE DATE:
On the same date and in the same manner as the underlying chapter.
