TITLE OF BILL:
An act to amend the executive law, in relation to the collection of
certain demographic information by certain state agencies, boards,
departments and commissions; and to amend a chapter of the laws of 2024
amending the executive law relating to the collection of certain demo-
graphic information by certain state agencies, boards, departments and
commissions, as proposed in legislative bills numbers S. 6584-C and A.
6219-B, in relation to the effectiveness thereof
 
PURPOSE::
This is a chapter amendment to chapter 657 of the laws of 2024 making
changes to the Executive Law that would require agencies to use separate
collection categories and tabulations for Middle Eastern and North Afri-
can groups in New York State when collecting data on ancestry or ethnic
origins of residents of New York State.
 
SUMMARY OF PROVISIONS::
Section one adds a new subsection (h) to § 170 of the Executive Law to
require that every state agency, board, department or commission that
directly collects demographic data regarding the ancestry or ethnic
origin of a New York resident shall use separate collection categories
and tabulations for Middle Eastern, North African, and other Middle
Eastern or North African groups.
Section one also requires agencies, boards, departments, or commissions
that directly collect demographic data to include the collected data in
every demographic report on ancestry or ethnic origins of residents of
New York State, and make the report available to the public, effective
January 1, 2027.
Section two is the effective date.

This legislation is a negotiated change to the underlying chapter.

Senate in May and A6219-B passed the Assembly in June 2024.

EFFECTIVE DATE::
This act shall take effect July 1, 2026. Effective immediately, the
addition, amendment and/or repeal of any rule or regulation necessary
for the implementation of this act on its effective date are authorized
to be made and completed on or before such effective date.
