TITLE OF BILL:
An act to amend the public health law, in relation to including informa-
tion on congenital heart defect births as part of the department of
health's health care and wellness education and outreach program; to
repeal certain provisions of such law relating thereto; and to amend a
chapter of the laws of 2024 amending the public health law relating to
including information on congenital heart defect births in the informa-
tional leaflets required to be given to maternity patients, as proposed
in legislative bills numbers S. 9283 and A. 7516-A, in relation to the
effectiveness thereof
 
PURPOSE:
This is a chapter amendment that makes changes to L.2024, c.560, to
clarify provisions related to including information on congenital heart
defect births in the informational leaflets given to birthing individ-
uals by hospitals and birth centers.
 
SUMMARY OF PROVISIONS:
This bill amends the underlying chapter by requiring information on
births to children with congenital heart defects to be distributed to
providers through the Health Care and Wellness Education and Outreach
Program instead of being included in the informational leaflet given to
birthing individuals. The bill also extends the effective date to 90
days after it becomes law.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.
 
LEGISLATIVE HISTORY:
Chapter amendment to Chapter 560 of the Laws of 2024. S.9283 and
A.7516-A both passed the Senate and Assembly during the 2024 Legislative
Session.
 
FISCAL IMPLICATIONS:
None
 
EFFECTIVE DATE:
This act shall take effect immediately; provided however, that sections
one and two of this act shall take effect on the same date and in the
same manner as a chapter of the laws of 2024 amending the Public Health
Law relating to including information on congenital heart defect births
in the informational leaflets required to be given to maternity
patients, as proposed in legislative bills numbers S.9283 and A.7516-A,
