TITLE OF BILL:
An act to amend the public health law, in relation to authorizing the
health care and wellness education and outreach program to develop and
disseminate information regarding drug-induced movement disorders
PURPOSE:
This is a chapter amendment that makes changes to provisions of L.2024,
c.616, to direct the Department of Health to develop and conduct a drug-
induced movement disorders screening education program.
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter by making technical
changes to the opening sentence of the bill to conform with the language
in Public Health Law § 207. It directs the Department of Health (DOH) to
consult with the Office of Mental Health to develop educational materi-
als to be disseminated to healthcare provider groups.
This legislation amends the underlying chapter by removing the require-
ment for DOH to include information about relevant services provided via
telehealth in the educational materials because OMH is not aware of
specifically agreed best practices on treatment of movement disorders by
telehealth nor does OMH provide such telehealth services.
Lastly it amends language regarding providing education and outreach to
eliminate stigma faced by people living with drug-induced movement
disorders. It was changed to more accurately reflect what DOH is able to
provide, which is "information on methods by which the stigma experi-
enced by people living with drug-induced movement disorders related to
the treatment of mental health conditions may be reduced or eliminated."
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.
LEGISLATIVE HISTORY:
Chapter Amendment to Chapter 616 of the Laws of 2024. S.8965-A and
A.6799-B both passed the Senate and Assembly in June and May 2024,
respectively.
FISCAL IMPLICATIONS:
None
EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2024 amending the public heal* law relating to
establishing a drug-induced movement disorder screening education
program, as proposed in legislative bills numbers S. 8965-A and A.
6799-B, takes effect.
