TITLE OF BILL:
An act to amend the agriculture and markets law, in relation to estab-
lishing a native plant and seed supply, development and enhancement
program
PURPOSE:
This is a chapter amendment that makes changes to provisions of L.2024,
c.630, to establish the New York native plant seed supply, development,
and enhancement program, increasing the availability and use of native
plant seeds across the state
SUMMARY OF PROVISIONS:
This legislation makes technical changes to the native seed and plant
program and changed the effective date.
JUSTIFICATION:
The insufficient supply of native plant seeds presents a formidable
obstacle to crucial ecological restoration and revegetation projects.
Native plants play a pivotal role in maintaining biodiversity, partic-
ularly in areas affected by extreme events, invasive plants, and other
hazards. The current inadequacy of native seed supply leads to the
substitution of nonnative varieties or seeds sourced from different
regions, compromising restoration efforts.
This legislation is a negotiated change to the underlying chapter.
LEGISLATIVE HISTORY:
Chapter Amendment to Chapter 630 of the Laws of 2024. S.7849 and A.9043
both passed the Senate and Assembly in June 2024.

None
EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2024 amending the agriculture and markets law
relating to establishing a native plant seed supply, development and
enhancement program, as proposed in legislative bills numbers S.7849 and
A.9043, takes effect.
