TITLE OF BILL:
An act to amend the labor law, in relation to protection of employees of
call center contractors of the state; and to repeal certain provisions
of the labor law relating thereto
PURPOSE:
This is a chapter amendment that makes changes to provisions of L.2024,
c.628.
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter to make the employee
retention policy an elective process for incoming call services contrac-
tors with the State.
JUSTIFICATION:
Pursuant to approval memo 65 of 2024, the Executive expressed support
for the goal of the legislation, but noted that changes were required to
make the employee retention provisions of the underlying bill an elec-
tive process and to utilize a best practices model for incoming call
services contractors with the State to hire employees of the prior
contracted entity for call services. This legislation is a negotiated
change to the underlying chapter that addresses those concerns.

EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2024 amending the labor law relating to prevent-
ing the displacement of call center workers who provide call center
services for the government in certain circumstances, as proposed in
legislative bills numbers S.6328-B and A.8939-B, takes effect.
