TITLE OF BILL:
An act to amend the public health law, in relation to certificates of
qualification for clinical laboratories and blood banks
 
PURPOSE:
This is a chapter amendment that makes changes to L.2024, c.562, to
clarify provisions related to updating the standards of certificates of
qualification for clinical laboratories and blood banks and work stand-
ards for cytotechnologists.
 
SUMMARY OF PROVISIONS:
This bill amends the underlying chapter by making conforming changes to
the state's Sanitary Code to reflect that it will no longer set the
qualifications for clinical lab directors and other technical changes
related to the minimum qualifications set by the Department of Health.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.
 
LEGISLATIVE HISTORY:
Chapter amendment to Chapter 562 of the Laws of 2024. 5.8966-A and
A.9235-A both passed the Senate and Assembly during the 2024 Legislative
Session.
 
FISCAL IMPLICATIONS:
None
 
EFFECTIVE DATE:
This act shall take effect on the same date in the same manner as a
chapter of the laws of 2024 amending the Public Health Law relating to
certificates of qualification for clinical laboratories and blood
banks,as proposed in legislative bills numbers S.8966-A and A.9235-A,
takes effect.
