TITLE OF BILL:
An act to amend the civil service law, in relation to providing addi-
tional credits to Nassau county law enforcement explorers
 
PURPOSE:
To provide additional credits in competitive civil service examinations
to Nassau County Law Enforcement Explorers.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 states that this act shall be entitled the "Nassau County
Future Protectors Act."
Section 2 amends the civil service law to add a new article 6-A, section
89 in relation to providing additional credits to Nassau County Law
Enforcement Explorers.
Section 89 states that additional credit in competitive civil service
examinations shall allowed for Nassau County law enforcement explorers.
Subsection 1 states that additional credits shall be allowed for partic-
ipants of the Nassau County Law Enforcement Exploring Program in compet-
itive examinations for original appointment. The Nassau County Law
Enforcement Exploring Program shall be defined as a youth police train-
ing program which provides over youth between the ages of fourteen and
twenty with training and on the purpose, mission and objectives of the
Nassau County Police Department, public safety and law enforcement. On
all eligible lists resulting from competitive examinations, the names of
eligible persons shall be entered in the order of their respective final
earned ratings on examinations, with the name of the eligible person
with the highest final earned ratings at the head of such list,
provided, however, that for the purpose of determining final earned
ratings, Nassau County law enforcement explorers shall be entitled to
receive additional points in a competitive examination for original
appointment in Nassau County. An eligible person who served as a Nassau
County law enforcement explorer for a minimum of four years shall
receive an additional five points. An eligible person who served as a
Nassau County law enforcement explorer for less than four years s hall
receive an additional two points. Such additional credit shall be added
to the final earned rating of such Nassau County law enforcement explor-
er, after they qualified in the competitive examination and shall be
granted only at the time of establishment of the resulting eligible
list.
Subsection 2 states that any candidate, believing themselves to be enti-
tled to additional credit in a competitive examination as provided in
this section, may make application for such additional credit at any
time between the date of their application for examination and the date
of the establishment of the resulting eligible list. Such candidates
shall be allowed a period of not less than two months from the date of
the filing of their application for examination in which to establish by
appropriate documentary proof their eligibility to receive additional
credit under this section. At any time after two months have elapsed
since the final date for filing applications for a competitive examina-
tion for original appointment, the eligible list resulting from such
examination may be established, notwithstanding the fact that a Nassau
County law enforcement explorer who has applied for additional credit
has failed to establish their eligibility to receive such additional
credit. A candidate who fails to establish, by appropriate documentary
proof, their eligibility to receive additional credit by the time an
eligible list is established shall not thereafter be granted additional
credit on such eligible list.
Subsection 3 states that no person who has received a permanent original
appointment in the civil service of Nassau County thereof from an eligi-
ble list on which he or she was allowed the additional credit granted by
this section as a Nassau County law enforcement explorer, shall there-
after be entitled to any additional credit under this section.
Subsection 4 states that An application for additional credit in a
competitive examination under this section may be withdrawn by the
applicant at any time prior to the establishment of the resulting eligi-
ble list. At any time during the term of existence of an eligible list
resulting from a competitive examination in which a Nassau County law
enforcement explorer has received the additional credit granted by this
section, such Nassau County law enforcement explorer may elect, prior to
permanent original appointment, to relinquish the additional credit
theretofore granted to them and accept the lower position on such eligi-
ble list to which they would otherwise have been entitled; provided,
however, that such election shall thereafter be irrevocable. Such
election shall be in writing and signed by the Nassau County law
enforcement explorer, and transmitted to the department or the appropri-
ate municipal civil service commission.
Subsection 5 states that the department and each municipal commission
shall establish and maintain in its office a roster of all such Nassau
County law enforcement explorers appointed as a result of additional
credits granted by this section to positions under its jurisdiction. The
appointment of a Nassau County law enforcement explorer as a result of
additional credits shall be void if such Nassau County law enforcement
explorer, prior to such appointment, had been appointed as a result of
additional credits granted by this section.
Section 3 sets the effective date at immediately.
 
JUSTIFICATION:
The Nassau County Law Enforcement Explorers Program is a world-class,
voluntary law enforcement exploring program which provides young adults
in Nassau County who may be interested in a career in law enforcement
with a comprehensive program of training, competition, leadership
skills, service and practical experiences. The Nassau County Law
Enforcement Explorers Program helps young adults be responsible and
build character. The Nassau County Law Enforcement Explorers Program
also empowers participants to become more independent, develop social
relationships, and experience positive physical and psychological chang-
es. The Nassau County Law Enforcement Explorers Program effectively
prepares participants for successful careers in the area of Law Enforce-
ment.
This legislation would incentivize greater participation in Nassau Coun-
ty Law Enforcement Explorers Program and assist with law enforcement
recruitment by providing a participant who has served as a Nassau County
law enforcement explorer for a minimum of four years with an additional
five points on a competitive civil service examination and any partic-
ipant who has served for less than four years with an additional two
points. Such additional credit shall be added to the final earned rating
of such Nassau County law enforcement explorer, after they qualified in
the competitive examination and would be granted only at the time of
establishment of the resulting eligible list. Eligible lists will
include the additional Nassau County Law Enforcement Explorers Program
credits in scores of candidates who meet the aforementioned conditions
and provide the necessary documentation to establish eligibility to the
Department of Civil Service and respective municipal Civil Service
Commission.
