TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to the trans-
portation of dogs
PURPOSE:
The purpose of this legislation is to prohibit the transportation of
dogs in the back of a motor vehicle in a space intended for any load
with exceptions.
SUMMARY OF PROVISIONS:
Section 1. The vehicle and traffic law is amended by adding a new
section 1222-a which prohibits the transportation of dogs in the back of
motor vehicles in a space intended for any load unless specific require-
ments are met. This section further clarifies exemptions to this
provision and outlines enforceable penalties.
Section 2. Establishes the enacting clause.
JUSTIFICATION:
Dogs are placed in tremendous danger when transported in the external
portion of a motor vehicle. In the event of an accident, there is severe
risk of injury or fatality due to the lack of restraint. Several states
including California, Connecticut, Maine, Massachusetts, New Hampshire,
Rhode Island, Washington, Oregon, New Jersey and Oklahoma have passed
laws providing regulations or prohibiting the transportation of dogs in
motor vehicle truck beds.
Beyond the importance of ensuring safe travel for dogs, this legislation
serves to enhance road safety. By reducing the likelihood of accidents
caused by distracted driving or the sudden ejection of dogs from moving
vehicles, we create a safer environment for all drivers. Through this
legislation, we underscore our dedication to upholding ethical standards
of animal welfare and protection for all on our roadways.

EFFECTIVE DATE:
This act shall take effect immediately.
