TITLE OF BILL:
An act to amend the alcoholic beverage control law, in relation to
establishing a license to sell liquor on premises commonly known as a
for-profit club
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill would amend Alcoholic Beverage Control Law to establish a new
license category to allow For-Profit Clubs to operate solely for recre-
ational, social, patriotic, political, benevolent, communal workspace,
corporate dining space, or athletic purposes. The bill also provides for
the license regulatory structure and an annual fee of $20,000.
 
SUMMARY OF PROVISIONS:
Section 1 adds a new § 64-F to the alcohol beverage control law to
establish a new license category to allow "For-Profit Clubs."
Section 2 amends § 110-b to require community notification for individ-
uals seeking For-Profit Club licenses.
Section 3 and 4 amend Section 17-a of the alcohol beverage control law
to allow the State Liquor Authority to enforce capabilities related to
For-Profit Club licenses.
Section 5 is the effective date.
 
JUSTIFICATION:
This legislation would create a new 'for-profit club' license within the
Alcoholic Beverage Control Law. This change will create a new category
for those interested in opening a club in New York and will allow enti-
ties that have been authorized under the current club license as not-
for-profits the option to modify their licenses. This legislation would
support the nightlife and hospitality industry, which is an important
economic driver for the state.
