TITLE OF BILL:
An act to amend chapter 396 of the laws of 2010 amending the alcoholic
beverage control law relating to liquidator's permits and temporary
retail permits, in relation to the effectiveness thereof
PURPOSE:
This bill would ease restrictions related to the issuance of temporary
retail permits.
SUMMARY OF PROVISIONS:
Section 1: Amends section 5 of chapter 396 of the laws of 2010 amending
the alcoholic beverage control law relating to liquidator's permits and
temporary retail permits.
Section 2: Sets effective date.
JUSTIFICATION:
Retail license applicants seeking to sell alcohol for on-premises
consumption frequently depend on temporary permits issued by the State
Liquor Authority (SLA) to expedite the commencement of their operations
while awaiting the issuance of a full license-a process often delayed by
administrative backlogs spanning several months. Easing certain limita-
tions associated with being awarded these permits would enable more
retailers to establish a stable foundation aligned with their business
plans.

Potentially greater tax revenue.
