TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to requiring
that all for-hire vehicles have New York state license plates in order
to receive a New York state inspection
 
PURPOSE OR GENERAL IDEA OF BILL:
This legislation would require all for-hire vehicles must have New York
State license plates in order to receive a New York State inspection
 
SUMMARY OF PROVISIONS:
Section 1 of the bill amends section 301 of the vehicle and traffic law
to require all for-hire vehicles with 9 or more passengers receive a New
York State Department of Transportation inspection only if they have a
New York State license plate, and sets forth definitions to that end.
Section 2 of the bill provides the effective date.
 
JUSTIFICATION:
There are hundreds of for-hire vehicles operating across New York state
that receive annual New York State inspections with out of state plates.
Often, the vehicles are owned and operated by New York State residents
or entities who are able to register in states like New Jersey, Connec-
ticut, Pennsylvania or Vermont despite the bulk of their business trans-
actions taking place in New York. This is done to take advantage of
cheaper insurance and registration rates.
A consequence of this is a loss to vehicles in the insurance pool within
the for-hire economy here in New York. That drives up costs for everyone
else that maintain New York state registration and insurance. This bill
is an option to remedy that.
