TITLE OF BILL:
An act to amend the public authorities law, in relation to requiring the
New York state thruway authority to submit biannual reports of all
fiscal transactions, receipts and expenditures
 
PURPOSE OR GENERAL IDEA OF BILL:
This legislation would require New York state thruway authority to
submit biannual reports to the governor, the comptroller, the director
of the budget, and legislature the statement of its financial condition,
a statement of all receipts and expenditures, and a list of any
contracts entered into by the authority during the period.
 
SUMMARY OF PROVISIONS:
Section 1 of the bill amends section 363 of the public authorities law
to require NYSTA report expenditures biannually.
Section 2 of the bill provides the effective date.
 
JUSTIFICATION:
This bill would require the New York state thruway authority (NYSTA)
submit a biannual report to the legislature on all receipts and expendi-
tures, and a list of any contracts entered into by the authority during
the period. This measure would ensure increased transparency at the
authority and help lawmakers understand the fiscal relationship and
statutory compliance between the authority, its constituents and third-
party entities that do business with NYSTA.
