TITLE OF BILL:
An act to amend the education law, in relation to charter schools in
cities with a population of one million or more
 
PURPOSE OR GENERAL IDEA OF BILL:
Allows the New York State Comptroller to conduct audits of New York City
charter schools.
 
SUMMARY OF PROVISIONS:
Section one provides that charter schools located in the city of New
York are subject to financial audits by the comptroller of the State of
New York. Prior to conducting an audit, the comptroller of the State of
New York would be required to coordinate the scheduling and performance
of such audits with the comptroller of the city of New York.
Section two sets forth the effective date.
 
JUSTIFICATION:
Under current law, charter schools located in the City of New York may
only be audited by the New York City Comptroller. For the New York State
Comptroller to conduct a comprehensive audit of all charter schools in
the State of New York, he/she must impose upon the City Comptroller to
conduct an audit in a similar timeframe and manner. This forces the City
Comptroller to rededicate personnel and resources to meet the request or
to not cooperate with the request. This bill allows the State Comp-
troller the possibility of utilizing State Comptroller person- nel and
resources for such an audit.
