TITLE OF BILL:
An act directing the department of environmental conservation to develop
a regional plan for Long Island glass recycling
PURPOSE OR GENERAL IDEA OF BILL:
To establish a regional plan for Long Island glass recycling.
SUMMARY OF PROVISIONS:
Section. 1. 1. The department of environmental conservation is hereby
directed to engage and .coordinate Long Island municipalities, Alfred
University, and the glass packaging institute to develop a regional plan
for Long Island glass recycling. Such plan shall include:Ca) proposals
for the reuse of recycled materials; and(b) site state-owned property,
or property that could be acquired by the state, where a Long Island
4ass recycling facility to be built. 2. No later than one year after the
effective date of this act, the department of environmental conservation
shall submit a report to the governor, the temporary president of the
senate, the speaker of the assembly, the minority leader of the senate,
the minority leader of the assembly, the county executive of Nassau
county, and the county executive of Suffolk county detailing the
regional plan for Long Island glass recycling required pursuant to
subdivision one of this act.
JUSTIFICATION:
In September 2023 Newsday reported on a glass recycling initiative that
would establish a processing plant which would increase recycling rates,
save Long Island municipalities tens of millions of dollars annually and
protect_ our environment. It is incumbent on the State to establish a
regional approach for Long Island to better recycle and/or reuse glass
which will help achieve our environmental goals to reduce CO2 emissions
and landfill waste.
