PURPOSE OR GENERAL IDEA OF BILL:
This bill increases the aidable salary for certain teachers and aides
employed by boards to 60,000 over a three year period, allows the Big 5
to access special services aid for the ninth grade, and increases the
reimbursement amount to $4,100.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends paragraph b of subdivision 5 of section 1950 of the
education law to increase the aidable salary for teachers to $40,000 in
202526; $50,000 in 2026-27; and $60,000 in 2027-28.
Section 2 amends paragraph b of subdivision 10 of section 3602 of the
education law to allow the Big 5 to .receive special services aid for
ninth grade and increase the reimbursement amount to $4,100.
Section 3 sets forth the effective date.
JUSTIFICATION:
This bill improves resources and therefore programming for career, tech-
nical and STEM education in school districts throughout the state. New
York State provides aid to school districts to help them pay for
services that they purchase from BOCES, including teachers for instruc-
tion in career, technical and STEM education. There is, however, a cap
on aidable teacher salaries which has not been increased since 1991. In
that time, New York State has highlighted STEM and technology as priori-
ties for preparing students for work and college in the 21st century.
This bill updates aid to match the state's educational priorities, in
both BOCES component school districts and in the Big 5 district that
receives special services aid.
