TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to requiring
motor vehicle repair shops to disclose certain information to customers
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of the bill is to increase transparency between an automo-
tive customer and an auto repair shop by requiring shops to clearly
state on invoices to customers what their shop warranties are on parts
and/or labor.
 
SUMMARY OF PROVISIONS:
Section 1 of the bill amends subdivisions 1 and 2 of section 398-d of
the vehicle and traffic law, subdivision 1 amends chapter 161 of the
laws of 1996 and subdivision 2 amends chapter 161 of the laws of 1990
and adds new subdivision 2-a.
Section 2 of the bill provides the effective date.
 
JUSTIFICATION:
This legislation strengthens consumer protections by requiring motor
vehicle repair shops to clearly disclose whether replacement parts
and/or labor are covered by a shop warranty. The bill also establishes
penalties for noncompliance in the form of escalating fines for each
violation.
By increasing transparency between motor vehicle repair shops and their
customers, this legislation ensure that consumers have clear information
about repair shop warranties on parts and/or labor while promoting
accountability and fair business practices across New York's automotive
repair industry.

EFFECTIVE DATE:
