TITLE OF BILL:
An act to amend the alcoholic beverage control law, in relation to
allowing cooperative agreements by licensees to sell wine or liquor at
retail for consumption off the premises
PURPOSE:
This bill would allow liquor stores to enter into cooperative purchasing
agreements of no more than ten stores in order to purchase alcoholic
beverages.
SUMMARY OF PROVISIONS:
Section 1: Amends the alcoholic beverage control law by adding a new
section 106-c that would allow up to 10 off-premises retail licensees to
make joint purchases of alcoholic beverages following specific stand-
ards.
Section 2: Sets effective date.
JUSTIFICATION:
Unlike in some other states, New York wine and liquor stores are prohib-
ited from entering into cooperative agreements with each other to make
joint and/or bulk purchases of alcoholic beverages. Such agreements
enhance purchasing power among retailers, reducing business costs and
enabling better pricing for customers.

None.
EFFECTIVE DATE:
This act shall take effect on the one hundred-eightieth day after it
shall have become a law. Effective immediately, the addition, amendment
and/or repeal of any rule or regulation necessary for the implementation
of this act on its effective date are authorized to be made and
completed on or before such effective date.
