TITLE OF BILL:
An act to amend the real property tax law, in relation to exemptions
available to veterans
PURPOSE:
To create an additional enhanced exemption for the School Tax Relief
(STAR) Program specifically for veterans, similar to that of the current
enhanced STAR program for New York's seniors.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1: Establishes an additional enhanced STAR program exemption
specifically for veterans. The cost of providing such exemption from
school district taxation shall be borne by the state, similar to the
current enhanced exemption for homeowners age 65 and over.
Section 2: Effective Date.
JUSTIFICATION:
New York State is home to roughly 800,000 veterans. These men and women
have served our country and many of them are homeowners. This legis-
lation offers an additional acknowledgment of their service to our coun-
try by granting a school tax exemption specifically for veterans.
The rate of the exemption will be based on the formula used to calculate
the current enhanced school tax exemption for seniors age 65 and over.
Importantly, the cost of providing the exemption from school district
taxation shall be borne by the State of New York in the same manner
provided for in the existing STAR and enhanced STAR programs.

EFFECTIVE DATE:
This act shall take effect immediately and shall apply to assessment
rolls prepared on or after January 1, 2024.
