TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to distinctive
license plates for society for the prevention of cruelty to animals
officers
 
PURPOSE:
To establish distinctive license plates for society for the prevention
of cruelty to animals officers.
 
SUMMARY OF PROVISIONS:
Section 1 sets the provisions by which a Society for the Prevention of
Cruelty to Animals officer or their spouse may purchase a distinctive
license plate.
Section 2 describes the establishment of a distinctive license plate.
Section 3 states the effective date.
 
JUSTIFICATION:
The Society for the Prevention of Cruelty to Animals (SPCA) is composed
of trained volunteers who can arrive at the scene of crimes in unmarked
personal vehicles. Due to the nature of the crimes oftentimes vehicles
are left in situations that are subject to receiving traffic violations.
These officers are doing a public service and should not be punished for
things that need to be done in order to complete the job. Allowing SPCA
officers access to distinctive license plates helps notify other law
enforcement that those specific vehicles are there for the prevention of
animal cruelty business.

EFFECTIVE DATE:
