TITLE OF BILL:
CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment
to section 4 of article 4 of the constitution, in relation to prohibit-
ing persons convicted of murder or sentenced to life without parole from
being eligible for commutation of sentence
PURPOSE OR GENERAL IDEA OF BILL:
To ensure that those who murder police officers, first responders, peace
officers, and corrections officers spend their lives in prison without
parole.
SUMMARY OF PROVISIONS:
Section 1: Amends section 4 of article 4 of the constitution.
Section 2: provides the effective date.
JUSTIFICATION:
After the release of David Gilbert and Kathy Boudin, it has become
apparent that New York State's system for dealing with those who murder
police officers and their sentencing is out of line, out of date, and
out of touch with what the majority of New Yorkers believe constitutes
justice.
Justice isn't releasing those who participate in the murder of a police
officer, first responder, corrections officer, or peace officer well
before their proposed release date. Justice is ensuring that those who
have stolen the life of a first responder, police officer, peace offi-
cer, or corrections officer is held accountable and sentenced to life in
prison without parole. It is a fitting punishment for someone who kills
the guardians of our society. If we don't protect those who are tasked
with protecting our society, what society will be left for our families
to inherit?
