TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to eliminating
additional fees for special license plates issued to veterans
PURPOSE:
To eliminate additional application fees and annual fees for special
license plates issued to veterans of the armed forces of the United
States.
SUMMARY OF PROVISIONS:
Section 1 amends subdivision 1-a of section 404 of the vehicle and traf-
fic law, as amended by chapter 105 of the laws of 2017.
Section 2 amends subdivision 3 of section 404-h of the vehicle and traf-
fic law, as amended by chapter 415 of the laws of 2001.
Section 3 amends subdivision 4 of section 404-j of the vehicle and traf-
fic law, as amended by chapter 415 of the laws of 2001.
Section 4 amends subsection 3 of section 404-v of the vehicle and traf-
fic law, as amended by chapter 389 of the laws of 2004.
Section 5 amends subdivision 3 of section 404-w of the vehicle and traf-
fic law, as added by chapter 105 of the laws of 2005.
Section 6 amends subdivision 4 of section 404-w of the vehicle and traf-
fic law, as added by chapter 493 of the laws of 2005.
Section 7 amends subdivision 3 of section 404-aa of the vehicle and
traffic law, as added by chapter 103 of the laws of 2016.
Section 8 states the effective date.
JUSTIFICATION:
At the present time there are almost thirty types of distinctive veter-
ans license plates. These plates had their fee schedules arranged by
motor vehicle departmental regulation or by statutory action. Conse-
quently, the fees vary for different veteran's organizations.
This is a unique time in our history. This is a time to honor our veter-
ans for their unselfish service in times of need. Never before have we
been so keenly aware of the selfless dedication of those who defend our
freedom. Elimination of additional fees for special license plates
issued to veterans would enable our veterans to proudly display that
they unselfishly served our great country.

EFFECTIVE DATE:
This act shall take effect on the first of April next succeeding the
date on which it shall have become a law.
