TITLE OF BILL:
An act to amend the highway law, in relation to designating a portion of
the state highway system as the "Detective Brian C. Mulkeen Memorial
Bridge"
 
PURPOSE:
To designate a portion of the state highway system as the "Detective
Brian C. Mulkeen Memorial Bridge"
 
SUMMARY OF PROVISIONS:
Section 1: Amends the highway law by adding a new section 344-r to
designate a portion of the state highway system as the "Detective Brian
C. Mulkeen Memorial Bridge"
Section 2: Adds that the commissioner of transportation shall provide
for the installation and maintenance of adequate signing of the state
highway system as designated pursuant to section one of this act. Howev-
er, to avoid confusion and to limit any possible disruption of commerce,
the designation called for pursuant to section one of this act shall be
one of ceremonial nature and the official name of such bridge shall not
be changed as a result of this act.
Section 3: Sets effective date.
 
JUSTIFICATION:
Detective Brian Mulkeen was a beloved son and New York City Police offi-
cer who on September 29, 2019, tragically lost his life in the line of
duty. Mulkeen proudly served in the NYPD for seven years and received
many awards and recognition for his work.
Mulkeen was born and raised in Orange County and graduated from Monroe
Woodbury High School. Mulkeen graduated from Fordham University's busi-
ness school and worked as a highly paid financial adviser at Merrill
Lynch in New York from 2007 to 2009, but left to pursue a career in
public service. He joined the Department in January of 2013.
