BILL NUMBER: S279
SPONSOR: SKOUFIS

TITLE OF BILL:
An act to amend the executive law, in relation to adding Moodna Creek in
Orange County to the definition of inland waterways

PURPOSE:
Adds Moodna Creek in Orange County to the definition of inland waterways
for waterfront revitalization.

SUMMARY OF SPECIFIC PROVISIONS:
Section 1: Amends Paragraph (c) of subdivision 4 of section 911 of the
executive law to include Moodna Creek.
Section 2: Sets the effective date.

JUSTIFICATION:
New York's inland waterways possess exceptional diversity and impor-
tance, encompassing natural, recreational, industrial, commercial,
ecological, cultural, and aesthetic values. Among these remarkable
waterways is Moodna Creek, a tributary of the Hudson River that serves
as a vital drainage system for eastern Orange County. Despite its
modest size compared to the Hudson, Moodna Creek has significantly
influenced the development and character of eastern and central Orange
County.
The formal designation of Moodna Creek as an inland waterway would
enable nearby municipalities to access grants through New York State's
Local Waterfront Revitalization Program. These grants could support
feasibility studies as well as the design and implementation of compre-
hensive land use and watershed management plans, fostering sustainable
development and enhanced stewardship of this invaluable natural
resource.
